i was thinking that too, but it looks like the starter goes down below that in the middle of the car.
the cars are turbocharged, maybe it's a dump tube for the wastegate.

I'd say it's the BorgWarner spec'd Blowoff valve which limits boost to 22.47 psig.

Turbo motors need something to release excess boost. That is what a BOV looks like.

That's the inlet for the air jack. Back in the day it used to be on the top of the car behind the roll hoop. I went to last year's race in Long Beach and Fontana (paddock pass) and can verify that's what it is

Hmmm, indeed... Upon further inspection and consideration, that location is too far rearward for the BOV... The airjack answer makes much more sense... Thanks for the followup...
